As the summer of 1997 settled into full swelter, the outlook for the District of Columbia achieving its goal of full democratic rights looked more distant than ever.

order to support its cotton industry for as long as possible. Slave
owners in other states would send some of their slaves to Texas rather
than emancipate them.
