Brown (Forum, Dec. 9) says the District of Columbia should follow "the lawful courses required by the Constitution" to acquire representation in Congress, but what's sauce for the goose is sauce for the gander. Utah has repeatedly broken the law and its legally binding promise to abolish polygamy in exchange for statehood. Today, there are more polygamists in Utah than there were when Utah solemnly made its legally binding promise to end polygamy. Congress should revoke Utah's statehood, return it to the status of a federal territory governed from Washington, D.C., and never grant Utah a single - let alone a fourth - representative until Utah stops lying and lives up to its solemn promises.
